AAFES Implements Award-Winning Accounts Payable System
BearingPoint worked with the Army and Air Force Exchange Service (AAFES) to design, develop, and deploy an accounting application that lets accounts payable clerks work in real time against the AAFES mainframe-based accounting system. We incorporated all accounts payable activity into a centralized accounting package that reduces the cost of operations by nearly $1 million a year. The new system also filters data to deliver critical information quickly.

Brooks Air Force Base

The U.S. Air Force and the City of San Antonio, TX, pioneered a public-public partnership, using BearingPoint best practice guidelines, to reduce infrastructure costs for the Air Force, while allowing it to maintain or improve support to the Department of Defense.

Defense Security Cooperation Agency (DSCA)

Defending Budgets with Activity-Based Costing and Management
The Defense Security Cooperation Agency (DSCA) directs all Department of Defense (DoD) security cooperation programs, including the Foreign Military Sales (FMS) program - the sale of military hardware and services to allied and friendly foreign governments - and International Military Education and Training (IMET) programs - the training of foreign forces by U.S. military personnel. DSCA needed to develop improved cost measures that would enable heightened visibility into the costs of its core functions across all military departments. The agency hired BearingPoint to implement enterprisewide costing tools grounded in activity-based costing and management (ABC/M) methodologies. Our work empowered DSCA to identify current and projected costs more accurately, justify its budgets to federal regulatory agencies, and identify areas for cost savings and process improvement.

Kelly Air Force Base

US Air Force Sets new Standard for Base Realignment and Closure
In the six years since the closure of Kelly was announced until the actual closure on July 13, 2001, our organization has worked hand in hand with the Air Force and GKDA to make the transformation a success. "Now," says USAF Director of BRAC Implementation Tommy B. Jordan, "Kelly could well serve as a model for future base realignments and closures."

Library of Congress

Library of Congress implements a “self-funded pilot project” to test emerging wireless technologies
As the nation’s oldest federal cultural institution, the Library of Congress preserves a collection approaching 124 million items. Much of the information provided to the American public is on the Web at www.loc.gov. BearingPoint approached the Library of Congress to propose the implementation of a “self-funded pilot project” to test emerging wireless technologies and their utility for providing wireless access to legislative information on their most popular information services website – the Thomas site.

National Institutes of Health

Protecting the Public Health Through Knowledge
BearingPoint designed and built a decision support system for the National Institutes of Health (NIH) to meet the users’ need for easy access to integrated business information. We met with the various NIH business units to determine user requirements and subject areas to bring into the data warehouse. As the project advanced, our date warehousing technicians also performed data extraction and transformation, and evaluated various technology products.

Naval Surface Warfare Center Dahlgren Division (NSWCDD)

The information systems used in organizing and implementing projects, within this major science and engineering facility on which the Navy relies, comprised a set of incompatible mainframe, client/server, and desktop applications that contained redundant data and included significant gaps in crucial program management information. These systems were maintenance-intensive and were not user-friendly. BearingPoint was engaged to help the organization meet their need for integrated program management.

U.S. Army National Guard - RCAS

U.S Army National Guard and Reserves Ready for Action with RCAS
The chief of the National Guard Bureau asked BearingPoint to recommend and implement changes related to a major restructuring of the Reserve Component Automation System (RCAS). This system supports administrative and mobilization functions for the National Guard and Army Reserve. We implemented an integrated approach to project management, and we continue to support aspects of RCAS. Our recommended changes reduced project costs by approximately $1 billion.

U.S. Department of Housing and Urban Development

REAC: Restoring the Public Trust in HUD
BearingPoint team’s technical knowledge helps ensure successful system implementation, positively impacting user acceptance testing, determining adequacy of the product, and performing rigorous quality control testing. BearingPoint works closely with State project team to prepare for and ensure deliverables for certification. During a one-year period, HUD was capable of doing 7,000 inspections at the most. With BearingPoint’s help, HUD has completed full inspections of all HUD properties-over 40,000-in less than two years. In addition to expediting physical inspections, BearingPoint’s PASS system streamlines the necessary follow-up.

U.S. Marine Corps Base at Twentynine Palms

Activity Based Costing/Management - A framework for Competitive Sourcing
When the Department of Defense directed all branches of military service to divest activities that private commercial suppliers can provide more economically, BearingPoint prepared the U.S. Marine Corps Combat Center for the competitive sourcing process. We used our activity-based costing (ABC) methodology and rapid prototype process to model the 18 functional areas of operating support at the Center. Then, we implemented our business process re-engineering and business process improvement methodologies.

Ramsey County

BearingPoint Helps Minnesota County Integrate Human Services
Government agencies traditionally have delivered human services programs in “stovepipe” fashion, with clients having to fill out separate applications and endure separate intake processes to obtain each service. Ramsey County, Minnesota, is creating a front-end computer system that will enable its Community Human Services Department to employ an integrated approach to service delivery that more efficiently utilizes resources and improves client service. BearingPoint is supporting this effort through our extensive experience in serving health and human service agency clients, our Web services capabilities - using innovative Web technologies to integrate legacy systems - and our understanding of data practices and data privacy issues.

Virginia Department of Transportation (VDOT) Right of Way and Utilities Division (RW&U)

The Right of Way and Utilities (RW&U) Division of the Virginia Department of Transportation (VDOT) needed a new approach to managing its complex information. BearingPoint listened carefully developing a customized solution, the Right of Way and Utilities Management system (RUMS), to help VDOT’s RW&U Division manage its business processes cost-effectively and efficiently.

City of Indianapolis, Indiana

Managing Government as a Business
BearingPoint implemented its activity-based costing (ABC) methodology to provide the Indianapolis city administration with information to change the way it did business. We defined the city’s activities, developed cost drivers, and established activity-based cost pools. Based on the information gathered, we developed an ABC model specifically for Indianapolis and trained city personnel to use the information effectively.

City of New York School Board

In 1995, The New York City school board asked BearingPoint to develop a school-based budget reporting system (SBRS) that could produce a full accounting of the school system’s spending. In just seven months, we completed the SBRS and its database. Then we migrated the SBRS from a mainframe environment to a Windows NT/Oracle environment.

With the help of BearingPoint, MDOT now has the complete Performance Series Version 2.0 package, which includes the modules for accounting, purchasing, inventory, budgeting, cost allocation, and labor distribution. In fact, MDOT has one of the largest Performance Series installations, with over five million records in the database compared with the average of 50,000. The department also processes approximately 2,500 to 3,000 payments per week and managers 3,200 and expense sheets bimonthly. A truly impressive gain considering the 30 year-old system MDOT had when BearingPoint came on board.

North Carolina Rural Internet Access Authority

North Carolina Uses Infrastructure Impact Assessment to Architect a Better Future—Statewide Technology Inventory to Identify Pockets of Need
The Rural Internet Access Authority was created by the North Carolina General Assembly in August 2000 to spread Internet education and access statewide by December 2003. The authority is leading the e-NC Initiative to connect all North Carolinians to the Internet and a better future. Among other things, the legislation that established the authority requires that the group provide North Carolinians with access to comprehensive information on the availability of Internet services and access throughout the state. As a result, the authority launched a statewide technology infrastructure inventory and assessment in cooperation with BearingPoint.

San Diego County Health & Human Services Agency

Getting Down to Business on Welfare-to-Work Initiative
BearingPoint restructured the various health and human services agencies in California’s San Diego County to form an integrated Health and Human Services Agency. Our project team used a "client service" model to divide the county into six regions focused on community services. We also upgraded the agency’s systems to intranet technology.

State of Learning: Cisco Systems and BearingPoint Help Bridge the Education Divide
The state of Arizona had a massive undertaking spanning Arizona's more than 1,200 public schools. Turning to BearingPoint, LearningStation and Ensynch to help build the Cox Education Network, the Arizona School Facilities Board (ASFB) implemented a comprehensive collection of educational courseware and other learning and teaching resources delivered using a Web-based portal accessible by all students, teachers, and parents. State of Georgia - Department of Revenue

Blueprint for Modernization Prepares Georgia DOR for Y2K
In 1996, Georgia’s Department of Revenue recognized that technology and operational deficiencies were threatening its ability to administer Georgia’s tax laws. BearingPoint did a modernization study and made recommendations for project implementation. We provided budget recommendations, recommended legislative changes, delivered a Blueprint for Modernization document that accelerated the department’s readiness for Year 2000 by six months to a year, and helped the department implement organizational changes.

State of Idaho - Department of Health and Welfare

BearingPoint Helps Idaho Keep Systems Implementation Project on Track
In 1994, The Idaho Department of Health and Welfare received funding for a new Medicaid Management Information System (MMIS). BearingPoint helped manage the MMIS project, tracked and reviewed deliverables, and resolved vendor issues. We set up a measured project management approach, and we measured the progress of the project on a weekly basis, preparing graphs and reports for status meetings with the vendor.

University of California at San Francisco

BearingPoint worked with campus personnel of the University of California at San Francisco to form a Cost Accounting Standard (CAS) Team and a Recharge Team, each were made up of BearingPoint and UCSF personnel. We implemented new CAS rules, updated the recharge policy, and trained personnel to comply with CAS policies and guidelines.

University of Missouri

University Defines Goals for PeopleSoft Implementation
When the University of Missouri purchased PeopleSoft client/server software to replace and integrate its student information, human resources, and financial systems, BearingPoint was chosen to implement the new system. In the initial stage of this multiphase project, we formulated an implementation plan; developed the scope, objectives, critical success factors, implementation guidelines, and project standards to ensure success; and assessed the current technical environment.

University of Texas Medical Branch

The University of Texas Medical Branch (UTMB) retained BearingPoint to reorganize, restaff, and reequip its Research Development Services (RDS) to provide better support for users and to improve research operations. Our team of experienced higher-education professionals completely revised UTMB’s software to enable end-to-end research tracking and, with help from the University of Arizona’s Sponsored Projects Office, we restaffed RDS.

Yale University

Meeting Diverse Accounting Needs with Help from BearingPoint and Oracle
BearingPoint worked with Yale and the Oracle team to produce functional specifications for Yale’s relational database management system. We helped Yale meet its objectives with test planning, documentation, scenarios, test execution, and results reporting. Yale’s implementation of Oracle’s Enterprise Resource Planning systems now gives faculty and administrative personnel the information they need quickly and easily.

Duke University Health Care

Shortly after creating its centralized health system, Duke University realized the need to develop a single, automated business system across the entire organization. BearingPoint’s implementation of SAP R/3 improved standardization of supplies, enabled enterprise-based purchasing of maintenance and other services, improved inventory control, consolidated accounts payable functions, and provided instant access to data.

Duke University Health System Finance Department

In 1999, BearingPoint successfully completed an SAP R/3 system implementation for Duke University Health System. Duke then engaged BearingPoint to design and develop a finance organization that would equal the reputation of Duke’s medical system. BearingPoint and KPMG LLP worked together to create a solution tailored to Duke’s needs.
