Infonova Billing System for all IP Service Platform

The Client

TELEKOM Austria, the primary phone and Internet service provider in Austria, provides voice (local, long distance and mobile) and data services to virtually all homes and businesses in Austria. Due to the deregulation process throughout Europe, TELEKOM Austria is now a publicly owned company.

The Challenge

Changes to Austrian laws have enabled the entry of new service providers in the client’s market. To remain a market leader in the growth areas of data services, TELEKOM Austria needed to provide competitive service and products. They decided to set out to implement an end-to-end all IP Billing System that supported new and emerging services and products for their Internet company daughter Jet2Web. The billing system had to be:

  • highly flexible,
  • scaleable,
  • ready for future developments like VoIP, IP-VPNs, VoD and xDSL,
  • deal with the entire spectrum of Wholesale Billing,
  • able to create a highly competitive billing system in regards to service and maintenance cost.

Upon completion of the infrastructure of the entire IP Backbone, Highway 194, the client engaged INFONOVA ,a subsidiary of BearingPoint, to develop the Mediation and Billing System as an integral part of the Multi Service Platform.

The Solution

To provide TELEKOM Austria with a strategy that would best meet its needs, the INFONOVA team identified the points of contact and key stakeholders throughout the organization, then developed and executed a project plan and methodology that included the following activities:

  • Complete requirement evaluation
  • Implemented all necessary Hardware and Software components for decentralized database using Oracle
  • Developed and implemented:
    • Complete AAA-System (Radius)
    • Mediation System that is independent from network components
    • Rule-based Billing and Rating Engine (Pre Rating/Rating/Post Rating)
    • Entire error management system
    • RDI interface
    • Interface to ERP system (SAP)
    • Wholesale Billing module
    • Customer Self Care (CSC) module, including Electronic Bill Presentment & Payment (EBPP)
    • Entirely web-based overall user management and system configuration tool called WebAC (Web Administration Center) with extremely user-friendly GUI

The Result

TELEKOM Austria’s Billing System now handles more than 1 million customers and more than 50,000.000 tickets are created per month. Additional benefits of the project included:
